ABSTRACT:

E-procurement is becoming a more prospective direction in development of procurement in the private and public sectors. This has been caused by a number of objective reasons related primarily to the economic feasibility of the technology. E-Procurement saves time and financial resources, as it allows the submission and filling out of necessary forms of documents remotely, as well as interaction with public authorities and private entities through the use of the Internet. In this case, the procurement procedures, especially in the public sphere occur in a ‘depersonalized’ form, and information about e-procurement is available on the website of any interested person. This can effectively counteract corruption. At the same time, e-procurement is part of e-democracy, based on the concept of e-government and meeting all the essential characteristics of the latter, which determines the existence of common legal problems. These include issues of security and quality of information, questions online interaction, the legal significance of electronic procedures and so forth. International transportation takes an important role in the turnover of goods and services, which determines the need for applying new standardized electronic methods of procurement to them. Thus, it seems relevant to consider the impact of electronic procurement on international transportation.
